SUBJECT / RECOMMENDATIONS

Approve Memorandum of Understanding with the Florida Department of Education (FDOE) and, if Approved, Accept Funds for Development of Florida Comprehensive Assessment Test (FCAT) Materials and End-of-Course Assessments for Visually Impaired Students for 2010/2011 and 2011/2012 (Curriculum and Instruction Division/Florida Instructional Materials Center for the Visually Impaired-FIMC-VI)

EXECUTIVE SUMMARY

We request approval to enter into a Memorandum of Understanding with FDOE for FIMC-VI. FIMC-VI will assist the FDOE by providing expert reviews of 2010/2011 and 2011/2012 FCAT materials and the End-of-Course Assessment materials to ensure that they are appropriate for visually impaired students.

Applying the principles of universal design, FIMC-VI will review the Next Generation Sunshine State Standards FCAT 2.0 Reading items for grades 3-10; Next Generation Sunshine State Standards FCAT 2.0 Mathematics items for grades 3-8; Sunshine State Standards FCAT Science items for grades 5, 8, and 11 (2010); Next Generation Sunshine Standards FCAT 2.0 Science items for grades 5 and 8 (field test items only in 2011 and operational test items in 2012); Sunshine State Standards FCAT Writing prompts for grades 4, 8, and 10; Algebra 1 End-of-Course items; Geometry End-of-Course items; and Biology 1 End-of-Course items.

If approved, grant funds will be included in the divisional special revenue/federal program budget. The project is financed by State General Revenue funds ($95,000) provided by the Florida Department of Education/Office of Assessment and School Performance as authorized by Sections 1008.22, Florida Statutes.

EVALUATION

Performance evaluation measures are determined by the Florida Department of Education.
