Approve the Fixed Rate Agreement By and Between The School Board of Hillsborough County, Florida and the University of South Florida (Information and Technology Division)

EXECUTIVE SUMMARY

The School Board of Hillsborough County has joined with the Florida Department of Education for the National Student Clearinghouse Pilot Program. The purpose of this program is to evaluate post-secondary outcomes of federal and state-supported education programs in the State of Florida and its districts. The pilot program evaluation is to examine how well specific districts, schools and programs are preparing students for college through the use of data on post-secondary enrollment, persistence, achievement, and graduation of its former secondary school students. Reporting structures are being developed through the evaluation of the pilot project to produce data-driven analytical reports designed to match student data provided by the District and the DOE with post-secondary data maintained in a national database. The pilot's aim is to enhance the ability of schools, districts, and states to track high school students into and through post-secondary education. The pilot will develop high-quality, actionable, data-driven reports that link K-12 and post-secondary data and can be used to improve the college readiness and success of students.

The District will partner with the Center for Research, Evaluation and Measurement in the College of Education at the University of South Florida to provide research and data analysis as needed to specifically meet the goals and objectives of the Student Clearinghouse Pilot. Data analysis will be completed by individuals funded for that purpose through this contract. All components of any data analysis conducted will be in full compliance with the Ethical Guidelines for Statistical Practice from the American Statistical Association and the standards established by the Joint Committee of Standards for Education Evaluation adopted by the American Evaluation Association.

EVALUATION

The analysis of the data gathered and reported to the State of Florida will serve as the evaluation of this project.
