SUBJECT / RECOMMENDATIONS

Approve License Agreement Between the School Board of Hillsborough County and Bay Coffee & Tea Company at Dr. Samuel J. Horton Instructional Services Center Building

EXECUTIVE SUMMARY

In order to accommodate and better serve the staff and clients of the Dr. Samuel J. Horton Instructional Services Center Building (ISC), the site administrator determined it would be appropriate to have a vendor provide certain beverages and light lunch products for sale inside the ISC. The purpose of offering the service to the ISC Building is to better accommodate our staff and clients. The Bay Coffee & Tea Company is a small business that offers coffee, tea, bakery, and light lunch items on a small footprint area. The operation is self contained and will be housed in the break room on the first floor of the ISC Building. The owners of the Company will offer intern and apprentice opportunities at the ISC site to culinary students. In partnership with the School Board's Culinary Arts Programs, the Company may develop curriculum leading to certification in organic coffee roasting, barista training and small business opportunities. Having the facility could also support employment opportunities for students completing this type of certification.

The license area is approximately 130 square feet in size; generate a monthly fee of $200.00; have operating hours from 7:00 A.M. to 7:00 P.M., Monday through Saturday; no outside advertising promoting any outside patronage will be permitted. This is proposed initially as a six month pilot project and the monthly receipts will be reviewed to determine an appropriate license fee at the end of the initial term.

The License Agreement has been reviewed by the School Board attorney as to form and sufficiency.
