SUBJECT / RECOMMENDATIONS

Approve Renewal Grant Application to the Florida Department of Education (FDOE) and, if Approved, Accept Funds for Adult Education and Family Literacy – Corrections Project, 2010/2011 (Curriculum and Instruction Division)

EXECUTIVE SUMMARY

We request approval to submit a grant application to the FDOE, Division of Career and Adult Education, for supplemental funding from July 1, 2010, to June 30, 2011, for Adult Education and Family Literacy Corrections Programs.

The primary focus of the grant is to improve, enhance, and expand the delivery system of educational services to incarcerated adults by providing opportunities for participating students to re-enter the mainstream community and become employable, productive citizens. The targeted student population consists of incarcerated adults confined to a correctional facility or other such institutions who are likely to leave the facility within five years, are 16 years of age or older, do not have a regular school diploma, and are not enrolled in a secondary school.

The project will support and assist incarcerated adults in becoming literate and acquiring the knowledge and skills necessary to gain employment and become self-sufficient. Participating adult students will receive instructional services to improve basic reading, writing, and literacy skills, English language speaking skills, obtain job training skills, and earn a high school diploma or its General Educational Development (GED) equivalent.

Supplemental funds will be used to enhance learning opportunities and skill enhancement through the employment of a full-time Vocational Placement Advisor; a part-time placement and follow-up advisor; and the purchase of instructional software, computer equipment, curriculum materials, and educational supplies.

If approved, grant funds of $100,000 will be included in the divisional revenue/federal programs budget. All direct and indirect costs are included in the grant budget.

EVALUATION

Evaluation measures required by the grant are determined by the Florida Department of Education. The annual state performance report will be completed in October 2011 and shared with all stakeholders.
