Approve the Agreement for Technical Services with Enable Business Development Institute, Inc. to Provide “Launching Entrepreneurs to Advance and Develop (LEAD)” Summer Program for 30 Preselected Youth Attending Ferrell Middle Magnet, Franklin Middle Magnet, Lomax Magnet, and Brandon Alternative Schools (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

During the summer of 2009, Hillsborough County Public Schools (HCPS) partnered with the Enable Business Development Institute, Inc. to provide summer program activities, designed to provide basic entrepreneurial training and development of a concept plan for a teen parent residence center, for 15 teenage mothers.

Based on evaluation data gathered during the 2009/2010 school year, the Circle of Care concept paper was completed. Nine (9) of the students that participated in the focus group indicated that they felt capable of obtaining a job or starting a business upon graduation. Nine (9) students showed increased academic achievement, as indicated by a 90-day follow-up.

This contract provides the funds necessary to implement a summer program focused on entrepreneurial, leadership, technology, and life skills training for 30 at-risk youth who attend Title I schools in East Tampa and Brandon Alternative in East County. The change in service is the focus from entrepreneurial training for teen parents to entrepreneurial training for youth ages 9 to 15 attending Title I and alternative schools. Specifically, Project LEAD training activities will be interfaced using three interactive segments: BIZ Kid$, Robotics, and Business Etiquette. Each segment will provide opportunities for exposure, hands-on practice, academic reinforcement, and a general sense of belonging and self-awareness.

On May 5, 2010, the Florida Department of Education allocated additional Title I Part D funds to Hillsborough County Public Schools. This contract will be paid by using these Title I Reallocation funds in the amount of $26,913 and Title I ARRA funds in the amount of $7,076 - for a total contracted amount of $33,990.

EVALUATION

The Enable Business Development Institute, Inc. will administer a pre- and post-test to participating students to determine if the objectives of the summer program were achieved. Progress reports will be shared with district staff, and Dr. Maxine Woodside will regularly meet with provider to discuss progress on behalf of the district, during performance period. At the conclusion of the summer program, a final report will be shared with district staff. In addition, a 90-day follow-up will be conducted. Data will be analyzed to determine the success of the program and future contracts with the vendor.
