Approve the Agreement for Technical Services with Corporation to Develop Communities of Tampa, Inc. (CDC) to Provide Summer Program Activities Focused on Bridging Learning as well as Social/Behavioral Aspects for 50 Preselected Youth Attending Title I and/or East Tampa Schools (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

During the summer of 2009, Hillsborough County Public Schools (HCPS) partnered with CDC to provide summer program activities. Designed to break negative cycles and strengthen leadership skills and opportunities, for 17 high school students who reside in East Tampa. Based on evaluation data gathered during the 2009/2010 school year, 12 of the students completed Individual Goal and Achievement Plans, assumed leadership roles at their school, and/or had the opportunity to participate in community service events, as well as participated in TEEN Leadership Club and/or encouraged to join high school service clubs. One hundred percent (100%) of the students completing the program also showed average or above average grade point averages as indicated by a 90-day follow-up.

This contract specifically provides the funds necessary to implement a four (4) week summer program for 50 preselected youth attending Title I and/or East Tampa schools. The objective of the program is to ensure a smooth transition of at-risk youth to their next grade by providing academic, behavioral, and conduct classes that will prepare them for a successful school year.

This contract will be paid using Title I ARRA funds in the amount of $29,316.

EVALUATION

CDC will administer a pre- and post-test to participating students to determine if the objectives of the summer program were achieved. Progress reports will be shared with district staff, and Dr. Maxine Woodside will regularly meet with provider to discuss progress on behalf of the district during performance period. At the conclusion of the summer program, a final report will be shared with district staff. In addition, a 90-day follow-up will be conducted. Data will be analyzed to determine the success of the program and future contracts with the vendor.
