Approve the Reorganization and New Job Descriptions for the Air Conditioning & Energy Management Department

EXECUTIVE SUMMARY

On July 28, 2009, the School Board approved a reorganization/realignment of the Sites & Utilities Department. The attached reorganization plan represents phase three of a multiple step, long range strategy for restructuring the district maintenance program. The current phase addresses the Air Conditioning & Energy Management Department, deferred maintenance, capital planning and the multifaceted contracted services program. Future steps will focus on the remaining maintenance departments and the General Maintenance/Cycle Maintenance Operation. All of the proposed changes are geared toward improving service response, quality of management and the overall cost effectiveness of maintaining and operating the more than 27,000,000 square feet of building space needed to serve the students of Hillsborough County. The Human Resource Development Plan (HRMD) will be followed for advertisement and filling of any vacancies created by this action.

FINANCIAL IMPACT (Budgeted: Yes)

This reorganization is multifaceted and will take place over time. Upon full implementation, this phase of the reorganization will represent approximately $113,835 in annual savings. Additional cost savings will also be realized through improved management proficiencies, a concentrated effort on vendor performance and more thorough contractor management. The previous two reorganizations represented a combined annual savings of $424,838. With the inclusion of this reorganization, the total annual savings to the district will be approximately $538,673.
