SUBJECT / RECOMMENDATIONS

Contract with Wright Express Corporation Utilizing the Citrus County Board of County Commissioners Request for Proposal (RFP-091-0-2008/RB) for the Fleet Fuel Purchasing Card Program (Business Division)

EXECUTIVE SUMMARY

Procurement has the responsibility to initiate cost saving wherever possible. Applicable Florida Department of Education and district policy allows purchases from contracts awarded by other governmental agencies, district school boards, Department of Management Services, etc., at or below specified prices. This practice reduces procurement administrative costs, can provide lower prices for large agencies' volume, and expedites time sensitive procurements.

Driver Education teachers currently utilize Pcards to purchase gasoline for drivers education vehicles and pay pump prices including taxes.

Fuel cards are convenient, provide necessary controls, allow for multiple reporting functions, and represent a savings in administrative costs of vehicle management. Additionally, this contract allows for federal fuel tax exemption of 18 cents per gallon at the pump and a rebate of state and county taxes of 13 cents per gallon, saving $10,000 annually. The Superintendent is authorized to approve the renewal agreement for the terms of the specifications.
