Approve the Statement of Work Consulting Agreement with Convergence Consulting Group for Development of the ESOL Compliance Enhancements (Information and Technology Division)

EXECUTIVE SUMMARY

At the June 15, 2010, School Board meeting, Convergence Consulting Group (CCG) was approved as the sole-source provider for the continued development of the Teacher Incentive Fund (TIF) Data Management System. With in-depth knowledge of the District’s Data Warehouse design, data relationships, and processes, CCG has the unique experience necessary to quickly develop a Data Management System for ESOL Compliance Enhancements. Current ESOL processing for determining and reporting compliance is performed in three different systems, which is inefficient and can result in discrepancies and errors. The planned enhancements will integrate the ESOL data into the Data Warehouse to improve data accuracy and provide process efficiencies. Completion of this project, estimated as 560 hours, is scheduled for early January 2011. The same CCG terms and conditions currently in use for TIF will apply to this ESOL project. The attached Statement of Work documents have been reviewed by the School Board attorney.

FINANCIAL IMPACT (Budgeted: Yes)

This agreement represents $63,840 for consulting services. Funding is from the ERATE Project 5311. CCG services are provided on a time and materials basis and since they are a local company there is no additional travel or per diem expenses. CCG is registered with our Office of Supplier Diversity.

EVALUATION

Human Resources and Information Services staff will evaluate the consulting agreement with CCG based on the accuracy and timeliness of the deliverables as outlined in the Statement of Work. CCG’s performance is monitored daily by staff and reported weekly during the ESOL Enhancement project status meetings with Human Resources and Information Services.
