On January 17, 2006, the Board appointed The Architectural Practice, Inc. and Ellis Construction Company, Inc. to provide design and construction management services for Deer Park Elementary School. This new facility reuses the Collins Elementary School design. As of the current boundaries, this school relieves Bryant Elementary School.

On January 16, 2007, the Board approved an interlocal agreement with Hillsborough County for an extension of Citrus Park Drive to provide access to the school. The agreement provided for the extension to be designed and funded by the County, and constructed by the District. On February 13, 2007, the Board approved Ellis Construction Company's guaranteed maximum price for the road extension. The Board has subsequently approved modifications to the interlocal agreement to fund County design changes.

Change Order No. 1 provides a credit for the direct purchase of materials by the District, in accordance with the Direct Purchase Program. Change Order No. 2 provides for additional costs for the County's design changes.
