Approve Contract Amendment with Computer Associates (CA), Inc. for Software Licensing (Information and Technology Division)

EXECUTIVE SUMMARY

This agenda item is requesting approval to amend the CA, Inc. Software Licensing contract in order to increase the license of BrightStor CA-1 Tape Management software from 220 MIPS to 870 MIPS. Mainframe software is licensed based on the hardware capacity. Mainframe computer capacity is represented by how many million instructions per second (MIPS) the computer can process. Currently, the BrightStor CA-1 Tape Management software is licensed for approximately one quarter of our mainframe’s computer capacity. This amendment will increase our ability to use the software on the full capacity of our machine providing tape management to all mainframe applications. This specific software is necessary to manage over 15,000 of our tape cartridges containing current and historical information from the Student Information System, Lawson System, and disaster recovery backups for the majority of the District’s online applications.

The original contract was initially approved on August 22, 2006, for software licenses necessary to maintain our Student Information System, Computer Network Management and Service Desk applications. On December 12, 2006, the School Board approved amendment number 1 to the contract to provide our district the ability to run the Department of Education’s Class Size Reduction (CSR) programs within our district.

Goal 6: All schools in the District will be assigned a state grade of A, B, or C.
Goal 6.a Require accuracy of student data.

FINANCIAL IMPACT (Budgeted: Yes)

The total software license cost for two years is $70,897. Payment terms are $32,954 due in fiscal year 2008 and $37,943 due in fiscal year 2009. The additional cost will be expensed from the Information Services Department software budget.

EVALUATION

The CA, Inc. software is reviewed annually to confirm that it provides the functionality required to meet the District goals and objectives in a cost effective manner.
