Approve Consultant Agreement for Dr. Tina Bacon for the First-Year Evaluation of the Teacher Incentive Fund Grant (Information and Technology Division)

EXECUTIVE SUMMARY

The Teacher Incentive Fund (TIF) grant is designed to provide differentiated compensation for teachers and administrators at high-needs schools. The TIF is intended to provide additional funding for recruitment and retention of effective teachers and students at targeted schools based on teacher evaluations and student achievement.

Written into the grant is an annual evaluation to be performed to determine the success of the Teacher Incentive Fund (TIF) grant. These evaluations are to be performed annually for the life of the grant. The evaluator will examine student achievement and provide data and information to Advisory Committees as well as provide annual and final evaluation reports.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 4.c: Recruit and retain high-performing teachers to teach students achieving below grade level.

FINANCIAL IMPACT (Budgeted: Yes)

The total grant budget is $15,402,583.33. The total evaluation budget in the grant is $250,000. This first contract is for a total of $59,380 including fringe benefits.

EVALUATION

Quarterly evaluation reports will be submitted. An end-of-year annual evaluation report will be provided by June 30, 2008 at the end of the first year of the Teacher Incentive Fund grant.
