SUBJECT / RECOMMENDATIONS

Approve Agreement for Technical Services with Monarch Training and Consulting, LLC (Cindy Coney) to Provide a Wellness Program for All Students District-Wide (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

We are requesting approval of the Agreement for Technical Services with Monarch Training and Consulting, LLC (Cindy Coney).

In the Child Nutrition and WIC Reauthorization Act of 2004, the U.S. Congress established a new requirement that all school districts with a federally-funded school meals program develop and implement wellness policies that address nutrition and physical activity by the start of the 2006/2007 school year. The School District of Hillsborough County met this requirement. As with many non-funded federal mandates, the requirement was met, but it was difficult to fully implement. Consequently, in some cases, fragmentation of the plan has occurred.

The district Wellness Plan will allow the departments of Nutrition, Elementary Education, Physical Education, and Health Services to mention a few, combine their efforts to build the infrastructure to support the well-being of all students in the district. By developing a district Wellness Plan, all schools and the community, will avoid overlapping of activities, and eliminate unnecessary duplications of wellness efforts. See attached resume.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 - The District will eliminate the Florida Comprehensive Assessment Test (FCAT) achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

A total of $54,000 will be paid from Part 1 funds for the 2007/2008 school year.

EVALUATION

An evaluation will be conducted and completed at the end of the 2007/2008 school year as to the progress made by the districts Wellness Program.
