Approve Job Descriptions for the Transportation Department Reorganization for Operations, Administration, and Fleet Maintenance

EXECUTIVE SUMMARY

On January 16, 2007, the School Board accepted the Transportation Improvement Plan from Management Partnership Services (MPS). One key recommendation in the plan was to reorganize and rationalize the Transportation Department structure. This agenda item is provided for consideration and approval of the revamped administration, operations, and fleet maintenance sections. Authorization is requested to adjust units as customer service needs evolve.

A comprehensive analysis of transportation tasks and processes was conducted in order to provide the foundation for these job descriptions and how they will support bus operations. Documents attached include Reorganization Summary, Organization Chart, Financial Impact, Transition Plan, Entry Level Salary Schedule, and Job Descriptions.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

The four focus goals of Student Achievement, Safety, Human Resource Management, and Financial Management are addressed by this improved plan.

FINANCIAL IMPACT (Budgeted: Yes)

MPS estimated that the cost of the new organizational structure will be less than or equal to the cost of the existing transportation staffing model. It is important to note that the existing model includes an annual amount of $980,000 of surrogate office assistance provided by bus drivers. The total amount will not exceed prior year expenses of $1,938,374.
