Reemployment of Retired Administrators.

EXECUTIVE SUMMARY

Per Florida Statute 1012.22, nominations for all positions to be filled must be submitted by the Superintendent to the School Board for approval. With respect to administrative positions, the Superintendent may recommend the appointment of an applicant new to the district or recommend the transfer or promotion of a current administrator. For some recent vacancies, the Superintendent has recommended the rehiring of the retiree whose retirement created the vacancy. It was not the intention of the Superintendent to reappoint administrative retirees to their former positions for periods of time that would result in reestablishing tenure in those assignments.

Some of our employees, primarily those who have entered the Deferred Retired Option Plan (DROP), have reconsidered their retirement decisions and determined they want to continue working for the district. Many of these employees are seasoned administrators, recognized for their leadership and management talent. At the request of the Superintendent, the Human Resources Division has developed guidelines regarding the reappointment of retired administrators that are in the best interest of the district. These guidelines, listed below, are to become effective January 1, 2008:
  1. Retiring/retired administrators may not submit applications for the vacancies that result/resulted from their retirements. This restriction includes principals and assistant principals who seek reemployment in the same classification from which they retired but at a different location.

  2. Retired administrators may apply and be reemployed in position classifications other than those from which they just retired without district restrictions. (Any administrator who is rehired by the district within the first year of FRS retirement, must forfeit his pension payments for the second through twelfth calendar months immediately following his HCPS termination/retirement date.)
While the guidelines pertain to all retiring/retired administrators who wish to apply for reemployment, the Superintendent retains the right to invite a retired administrator to return in any position that would best serve the needs of the district. Such an appointment recommendation would be submitted to the Board with reappointment end date.Recognizing that the strength of the district is determined by having the right people in the right places, the Superintendent will continue to recommend the most suitable candidate for each leadership appointment. The Superintendent is committed to identifying and developing a pool of talented leaders, at all levels of the organization, who are ready with the knowledge, experiences, skills and values important to the goals of this district.

FINANCIAL IMPACT (Budgeted: Yes)

Human Resources estimates that limiting the number of retirees invited to return to work in the positions from which they retired should save the district a minimum of 5 percent of salary for each position appointment.

EVALUATION

Division executives will monitor the availability and readinness of employees hwo have current and future leadership potential within the district to identify those who can fill anticipated or unplanned losses of leadership talent.
