SUBJECT / RECOMMENDATIONS

Approve Amendment #1 of the Contract Between Early Childhood School Readiness Programs and Boys & Girls Clubs of Tampa Bay (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

By virtue of this contract, Boys and Girls Clubs of Tampa Bay delivers child care services to eligible low-income families participating in the Child Care Purchasing Pool program. The term of the contract is July 1, 2007, through June 30, 2008. Because of state restrictions, the Boys & Girls Clubs of Tampa Bay are unable to utilize the total amount of the contract prior to the contract expiration date. In light of this, Amendment #1 is written to reduce the original total funding for redistribution to entities able to use the monies by July 1, 2008, to provide needed child care for Florida families.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 – The District will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The original total funding of $300,000 is reduced to $86,000 which allows the Child Care Executive Partnership, the endower of the program, to redistribute the remaining $214,000 to other Child Care Purchasing Pool match contributors throughout the state. Utilizing the $86,000 one-to-one match funding, the Boys & Girls Clubs of Tampa Bay will serve approximately 51 school age children based on the annual rate of $3,318. The Child Care Purchasing Pool funding originates with federal and state allocations.

EVALUATION

Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law. The funding for Early Learning Coalition of Hillsborough County is provided through federal dollars. The flow-through dollars are channeled by the Agency for Workforce Innovations. The School Readiness Program uses these funds to purchase child care in Hillsborough County. There is no district-generated revenue used for this purchase.
