Appointment of Architects and Construction Managers for Renovations at
Various Schools

EXECUTIVE SUMMARY

Proposals for architectural and construction management services were accepted on December 11, 2007, for renovations at Alafia, Ballast Point, and Mabry Elementary Schools, and Burns and Sligh Middle Schools. Proposals for architectural and construction management services for a renovation at Witter Elementary School were accepted on January 29, 2008.

Public Announcements were issued and a tabulation made of the firms that responded to the legal advertisements. The Professional Services Selection Committee convened the week of December 12, 2007 and again during the week of January 28, 2008 to review submittals and develop a short-list of firms. Prospective providers were evaluated in accordance with the "Consultant's Competitive Negotiation Act," "State Requirements for Education Facilities," and School Board policy. On February 5, 2008, the Committee reviewed the short-listed applicants using a rubric and authorized staff to proceed with fee negotiations with the top-ranked firms. Negotiations are complete and Board approval is required for formal appointment.

A recommendation is made to approve the following appointments: (See Attachment H)

The listed fees are established in proportion to the stated construction budgets and identified scopes of work. Subsequent revisions of either the construction budgets or scopes of work may warrant proportionate adjustments of the fees.

Provide adequate school facilities for the accomplishment of all District Goals and Critical Success Factors.

FINANCIAL IMPACT (Budgeted: Yes)

Project budgets are as follows: $6,033,197 for Alafia, $2,064,324 for Ballast Point, $9,324,688 for Burns, $2,280,000 for Mabry, $1,900,000 for Sligh, and $1,520,000 for Witter. These items are included in the District Capital Outlay: Public Education Capital Outlay (PECO) Construction for Alafia, Ballast Point, and Sligh; and 2 Mill for Burns, Mabry, and Witter.
