Approve Memorandum of Understanding with The College Board as a Partnership for the EXCELerator Reform Model, 2008/2009 Through 2010/2011 (Curriculum and Instruction)

EXECUTIVE SUMMARY

We request approval of the Memorandum of Understanding with the College Board as a partnership for the EXCELerator Reform Model to begin in the 2008/2009 school year through the 2010/2011 school year. Through a collaborative process, the program components were chosen and implementation approaches were optimized for Hillsborough which resulted in: The mission of the EXCELerator Reform Model is to dramatically increase the number of traditionally underserved students who are prepared to enter and complete postsecondary programs, such as college, upon high school graduation.

This Memorandum of Understanding has been reviewed and approved by the School Board Attorney, Tom Gonzalez.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 –The district will close the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

Annual funds of $3,645,210 which include EXCELerator Leadership/Management Services and fees ($1,322,255) as well as products including PSAT, SAT, CollegeEd, advanced placement, SpringBoard, and staff development consulting ($2,322,955) are available through the following sources:

EXCELerator funds from additional weighted FTE generated from Advanced Placement exams ($1,770,390), Smaller Learning Communities Grant funds ($739,668), Magnet Grant funds ($578,542), Choice funds ($468,334), and GEARUP Grant funds ($88,276).

EVALUATION

Data will be collected from each EXCELerator site on a quarterly basis and sent to the College Board for review. The College Board monitoring teams will work with site-based monitoring teams and Metis Associates to ensure that programs are implemented.
