Early Childhood, School Readiness Program
Approval of Lease with NNN NetPark, LLC

EXECUTIVE SUMMARY

To provide administrative offices for the Early Childhood School Readiness programs in Hillsborough County, which includes support staff for School Readiness, Voluntary Prekindergarten, Federal Finance and the HOST Program, space has been located at NetPark Tampa Bay at 5701 East Hillsborough Avenue, Tampa. This property is centrally located near I-4 and the Crosstown Expressway with 24-hour security and ample available parking.

Early Childhood requires 18,638 rentable square feet including an area of reinforced structural support for specialized filing equipment. Staff has also met with space planners to ensure proper administrative, clerical and meeting area floor plan designs. The total rental fee for months 2 through 12 will be $281,899.75 and for months 13 through 121 as reflected on Page 2 of the attached Lease. An early termination clause will be incorporated in the lease, whereby Early Childhood shall have the right to terminate this lease effective June 30, 2009 and on each subsequent June 30th by delivering written notice to Landlord of its intention to do so at least six (6) months prior to such date along with satisfactory evidence that Tenant has lost its primary state and federal funding. Landlord will be responsible for the maintenance, repair, and/or replacement of the building standard HVAC system/equipment; if Tenant desires to install supplemental HVAC to service their service/computer room, it will be Tenant's responsibility for maintenance, repair and/or replacement of said supplemental system. Tenant will be responsible for utility and janitorial services within their space and Landlord will be responsible for all such services in the common areas of the complex.

Early Childhood, School Readiness is part of the federal/state funding which originates with the Agency for Workforce Innovation Office of Early Learning flowing through Hillsborough County school Readiness Coalition, Inc. doing business as Early Learning Coalition of Hillsborough County and passed to Hillsborough County Public Schools to provide early education and child care for children from eligible low-income families.

Provide adequate school facilities for the accomplishment of all District Goals and Critical Success Factors.

FINANCIAL IMPACT (Budgeted: Yes)

Contracts for the School Readiness and Voluntary Prekindergarten Programs permit the use of federal/state funds to lease facilities for program operation. One hundred percent of the funds will be used for payment of rental fees, as stated above, for the term of the lease agreement commencing September 1, 2008 and expiring one hundred twenty-one months (10.08 years) from said date. The rental amount for months 2 through 12 will be $281,899.75 and for months 13 through 121 as reflected on Page 2 of the attached Lease.
