EXECUTIVE SUMMARY
In July 2005, revisions enacted by the Florida Legislature pertaining to school planning became effective. Those revisions require all local governments and school districts to develop and implement a school concurrency program. Hillsborough County's due date for school concurrency is July 1, 2008. In order to implement concurrency the School Board and each local government must enter into an interlocal agreement specifying the standards and procedures that will be used to administer the school concurrency program. The attached Interlocal Agreements are draft proposals with each local government. These are revisions to the 2003 School Facilities Planning and Siting Interlocal Agreements already in effect. The revisions for concurrency have been under development since 2006. The School Board will be asked to review these Interlocal Agreements and sign them on April 15, 2008. The Planning Commission is scheduled to review them and sign them on April 14, 2008. Subsequently, each local government will review and sign the Agreements as well as adopt the related components to implement school concurrency.
The Interlocal Agreement provides for the following:Outlines procedures to conduct concurrency reviews and to amend key concurrency components.
