Approve Subagreement #1777-1037-00-E with the University of South Florida (USF) in the Amount of $193,558 for Services Associated with Hillsborough County Public Schools’ Role in the State’s Mathematics and Science Partnerships Grant, Project Florida PROMiSE (Partnership to Rejuvenate & Optimize Mathematics and Science Education), Project #291-2358A-8CM01 (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

The Florida Department of Education (FLDOE) awarded $5,900,000 to the University of South Florida (USF) for year one of the state’s Mathematics and Science Partnerships grant. Partners in the grant include Hillsborough County Public Schools, Miami-Dade Public Schools, School District of Duval County, Florida State University, and the University of Florida. The purpose of the program is to develop and implement professional development and teacher education programs to significantly improve learning in Mathematics/Science (M/S) of all students by working collaboratively with a statewide network of stakeholders to implement the new mathematics and forthcoming science standards. The role of HCPS is to provide personnel to create professional development in M/S to be delivered statewide, to participate in training necessary to deliver the professional development, and to deliver the professional development to teachers in HCPS and adjoining high needs districts. Year one of the project began February 18, 2008, and ends June 30, 2008, with year two beginning on July 1, 2008. It is anticipated that years two and three of the project will be awarded $8,000,000 each year. Of the total amount awarded in year one, $193,558 is allocated for project services rendered by HCPS.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

GOAL 6 - All schools in the district will be assigned a state grade of A, B, or C (accomplish goals and critical success factors for goals 1-5).

FINANCIAL IMPACT (Budgeted: No)

Funding for this project is provided by the Florida Department of Education; Project #291-2358A-8CM01. USF is the grant’s fiscal agent and project funds reside at USF. HCPS will invoice USF as outlined in the Subagreement.

EVALUATION

Under the terms of the grant USF will perform the project evaluation. A copy of the annual reports and final evaluation report will be provided to the district office of Assessment and Accountability. The anticipated date for the first annual report is September 30, 2008.
