SUBJECT / RECOMMENDATIONS

Approve the Consultant Agreement for Dr. Kathleen Sanz to Perform the Evaluation of the Professional Development for Arts Educators Grant in the Amount of $30,000 (Information and Technology Division)

EXECUTIVE SUMMARY

The main overarching focus of the Professional Development for Arts Educators (PDAE) is to strengthen standards-based arts education. Intensive and sustained multi-format professional development includes peer coaching and mentoring to support classroom application of new learning. Current programs are enhanced through the development of strategy banks, model lessons, and the development of standards-based alternative assessments. The following elementary and middle schools are participating in the PDAE grant: Alexander, Broward, Crestwood, Cypress Creek, Edison, Egypt Lake, Gibsonton, Graham, Just, Lanier, Memorial, Mort, Oak Grove, Potter, Robles, Shaw, Sulphur Springs, Tampa Bay Boulevard, Town and Country, Van Buren, West Shore, and Wimauma.

The evaluator, Dr. Kathleen Sanz, received her doctorate in Music Education from the University of Colorado and has served as an Adjunct Professor at the University of South Florida for Secondary General Music Methods. She has also served as the Director of Education for The Florida Orchestra and taught music in grades 1-6 for the Hillsborough County Public Schools. Dr. Sanz also has experience in Professional Development and served as the evaluator for the first year of the program. Dr. Sanz's evaluation duties will include participating in planning/mentoring meetings with project staff. She will conduct on-site reviews of existing Professional Development activities. Instruments will be developed to address qualitative and quantitative objectives of the grant. On-site observations will be conducted of participating teachers' lessons. Community artist activities will be reviewed. An analysis of quantitative and qualitative data will be included in the annual report to be provided to the US Department of Education and the Hillsborough County Public Schools. Dr. Sanz is an individual consultant and does not have a Federal ID number and, therefore, is not registered with the Office of Supplier Diversity.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5: The district will eliminate the FCAT achievement gap by a minimum of ten percentage points as reported by No Child Left Behind.Critical Success Factor: Provide staff development programs that match instructional delivery strategies with diverse student achievement needs.

FINANCIAL IMPACT (Budgeted: Yes)

The total grant amount awarded is $350,000. Of this amount, $30,000 has been set aside for the cost of an outside evaluator.

EVALUATION

A final report will be presented to the District in September 2008.
