Approve Modification Number 1 to the Interlocal Agreement for Educational Services with Hillsborough County Board of County Commissioners for Fire Fighter Training by Learey Technical Center, 2007/2008 (Adult Technical Education)

We request approval of Modification Number 1 to the 2007/2008 contract, which lowers the annual instructor hours from 14,000 to 7,800 for the period July 1, 2007, through June 30, 2008. This adjustment accurately reflects cost of instruction for the year, as a result of more efficient use of resources. This Interlocal Agreement is mutually beneficial for continuation of necessary fire fighter sciences training in Hillsborough County.

Learey Technical Center successfully initiated training for Hillsborough County fire fighters in 1991 through an Interlocal Agreement for Educational Services with the Hillsborough County Board of County Commissioners. Annually, approximately 900 Hillsborough County fire department employees are provided training in the areas of fire fighting science and techniques, as well as emergency medical procedures.

This item is included in the divisional general operating budget. The Occupational Completion Point (OCP) training programs provided for the Hillsborough County fire fighters generate Workforce Education funds based on student enrollment; Hillsborough County will pay the OCP student tuition up to $7,600. Additionally, the County will remit up to $186,900 for Fee Support classes. Funds remitted by Hillsborough County cover instructor salaries and district indirect costs.

Evaluation will be based on an analysis of the number of fire fighters trained and the number of Occupational Completion Points earned by June 30, 2008.
