Approve Amendment #2 of the Contract With Hillsborough County School Readiness Coalition, Inc., Doing Business As the Early Learning Coalition of Hillsborough County Amending Contract #SR 01-08 (Student Services & Federal Programs Division)

EXECUTIVE SUMMARY

This contract provides continuation of early education and child care services for approximately 10,957 children from income-eligible families in school readiness child care facilities. The effective dates of this contract are July 1, 2007, through June 30, 2008. Amendment #2 provides additional funding to keep all of the currently-enrolled children receiving services through June 30, 2008. Amendment #2 was received in the School Readiness Programs’ office April 2, 2008, from the Hillsborough County School Readiness Coalition, Inc.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 - The District will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

A total of $550,000 will increase the dollars to be expended on direct child care services (slot payments) to $39,391,646. All the dollars are provided by federal funding to the Agency for Workforce Innovation Office of Early Learning with an allocation made to the Hillsborough County School Readiness Coalition and, by virtue of a contractual agreement, on to the Hillsborough County Public Schools – Early Childhood School Readiness Programs.

EVALUATION

Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law. The funding for Early Learning Coalition of Hillsborough County is provided through federal dollars. The flow-through dollars are channeled by Agency for Workforce Innovations. School Readiness Program uses these funds to purchase child care in Hillsborough County. There is no district-generated revenue used for this purchase.
