Approve Contract Between Hillsborough County School Readiness Coalition, Inc., Doing Business as Early Learning Coalition of Hillsborough County and Early Childhood School Readiness Programs for The Provision of Early Childhood Education and Child Care Services (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

This contract between Hillsborough County School Readiness Coalition, Inc., doing business as Early Learning Coalition of Hillsborough County and Early Childhood School Readiness Programs is for the provision of early childhood education and child care services for low-income families. The term of this contract commences July 1, 2008, and continues through June 30, 2009.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 - The District will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The total of $41,696,943 is federal/state funding originating with the Agency for Workforce Innovation Office of Early Learning flowing through Hillsborough County School Readiness Coalition, Inc., doing business as Early Learning Coalition of Hillsborough County and passed to Hillsborough County Public Schools to provide early education and child care for approximately 8,740 children from eligible low-income families. The total funding minus the administration cost and earmarked funding for infant and toddler quality enhancement, child care resource and referral, inclusion services, and intake and eligibility services leaves a remainder of $34,958,306 for direct child care services at an annual average rate of $4,000 per child.

EVALUATION

Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law. The funding for Early Learning Coalition of Hillsborough County is provided through federal dollars. The flow-through dollars are channeled by Agency for Workforce Innovations. School Readiness Program uses these funds to purchase child care in Hillsborough County. There is no district-generated revenue used for this purchase.
