Approve Interlocal Agreement with Hillsborough County for Construction of Carrollwood Recreation Buildings

EXECUTIVE SUMMARY

At the School Board's April 15, 2008 meeting, the Interlocal with Hillsborough County for Construction of Recreation Buildings at Carrollwood Elementary School was approved and forwarded to the Board of County Commissioners ("BOCC") for approval. The BOCC requested revisions to the Interlocal prior to their final approval, and after further review, the School Board requested a revision to Article 7, "Naming Rights".

The revisions to the Interlocal Agreement to Article 7, "Naming Rights" (Page 5) and Exhibit B, "Schedule and Maintenance", (Page 10) have been incorporated into the new Interlocal. Article 7 states that any signage placed on the two recreation buildings have both the logos of the County and School Board. The BOCC needed clarification to Exhibit B as to the County's request for scheduling time outside the normal after school and summer program hours. According to the new Interlocal Agreement, the County will have to conduct a public hearing and acquire the support of the Carrollwood Civic Association and the Carrollwood Recreation District when changing scheduled times. All other terms and conditions of the Interlocal Agreement remain the same as approved by the School Board on April 15, 2008.

Language addressing both these revisions has been reviewed by the County Attorney and the School Board Attorney as to form and sufficiency.

Provide adequate school facilities for the accomplishment of all District Goals and Critical Success Factors.

FINANCIAL IMPACT (Budgeted: Yes)

The County has agreed to reimburse the School Board up to $1,000,000 for the construction of the two recreation buildings as part of this Interlocal Agreement. This amount has been fully funded by the County for the completion of the project under its Capital Improvement Program, CIP No. 80201.
