SUBJECT / RECOMMENDATIONS

Approve All Title I Projects and Funds, Based on Final Approval from the State, for the 2008/09 School Year (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

Title 1 funds will provide resources to support educational programs for approximately 85,000 children in 128 School-wide Program schools, 13 institutions for delinquent children, 13 institutions for neglected children, 25 non-public institutions, 5 eligible migrant high schools, 5 eligible migrant funded middle schools and 13 eligible migrant funded elementary schools. The district has received only preliminary allocations for each Title I Project. The preliminary allocations which may include any allowable roll forward amounts are as follows:
  • Title I Basic: $51,000,000 (Approximately
  • Title I Neglected & Delinquent Funds: $915,066
  • Title I Migrant: $1,994,050
  • Title I Migrant PASS: $250,000
  • ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

    Goal 5 - The District will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

    FINANCIAL IMPACT (Budgeted: Yes)

    This item is included in the District Special Revenue/Federal Programs Budget. This project will provide approximately $54,159,116 in federal funds under Title I.

    EVALUATION

    By November 1, 2009, a comprehensive evaluation of the 2008/09 Title I Project will be completed. The evaluation will determine the impact that Title I funds had in increasing student achievement at eligible schools. Data to be analyzed will include Kindergarten Readiness, Adequate Yearly Progress, school grades, state assessments, graduation rate, Whole School Effectiveness results which will include parent and community involvement data, professional development, and Supplemental Educational Services. The information will be used to better prioritize and direct federal dollars toward programs and initiatives that are closing current achievement gaps.
