Approve License Agreement Between the School Board of Hillsborough County and United Way of Tampa Bay for Use of Property Located at Sulphur Springs Elementary School

EXECUTIVE SUMMARY

Staff of both Hillsborough County Public Schools ("HCPS") and the United Way of Tampa Bay (the "United Way") have been working together to develop a community center at Sulphur Springs Elementary School. This center will provide programs and services to the Sulphur Springs community that will include a family resource center, parent education and enrichment, information and referral services, adult education, family literacy, employment and training, free tax preparation, legal information workshops, financial education classes and volunteer programs. Programs associated with the treatment of sexual offenders, child or other domestic abuse treatment, drug or alcohol abuse treatment will not be permitted in the licensed area or on any school property. All regulations of the Jessica Lunsford Act will apply to all personnel, employees or volunteers of United Way.

The initial term of the License Agreement (the "Agreement") will be for five years and United Way will have the right to extend this term for an additional five year period. HCPS and United Way have the right to terminate this Agreement with a nine month notice to do so. HCPS will place a 60' x 36' modular building with two restrooms (the "Building") on the Licensed Area at Sulphur Springs. The cost for the Building and associated site work and permits will be reimbursed to HCPS upon presentation of an invoice to United Way.

HCPS and United Way plan for this community center at Sulphur Springs to be the first of potentially many centers developed under a partnership to create better community interaction and family education.

This Agreement has been reviewed by the School Board Attorney as to form and sufficiency.

Provide adequate school facilities for the accomplishment of all District Goals and Critical Success Factors.

FINANCIAL IMPACT (Budgeted: Yes)

HCPS will be reimbursed by the United Way for the design, site work, permitting and construction of the modular building to be placed on the Licensed Area at Sulphur Springs. The estimated cost is $166,015.
