Accept the Lowest and Best Bid Submitted by Championship Turf- ITB #0008065-MST Aerification, Verticutting, and Top Dressing of Athletic Fields (Business Division)

This bid was prepared at the request of the Sites and Utilities Department to establish fixed pricing for aerification, verticutting and top dressing services for athletic fields at various high schools. Award of this contract shall be to the lowest overall vendor, as specified in the bid. This recommendation has been reviewed by the Sites and Utilities Department Manager. A more detailed review of the specifications can be obtained by contacting the Procurement Department.

As stated in OPPAGA report: “Efficient purchasing and warehousing require that management processes be in place to ensure that supplies, equipment, and services vital to the school’s education mission are purchased from a competitive source, in the right quantity, delivered timely to the correct location, and stored in a secure location. These criteria should be met for each purchase without sacrificing quality.”

Funds of approximately $42,400 will be available in the Sites and Utilities budget for the purchase of aerification, verticutting and top dressing services. Based on potential budget issues, football fields will be top priority followed by baseball and softball fields that are in the worst condition as directed by the manager of the Sites and Utilities Department.

Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
