Approve the Naming of a Member for the Value Adjustment Board
EXECUTIVE SUMMARY
House Bill 909 (Relating to Ad Valorem Taxation) passed during the 2008 Legislative Session and has been signed into law. This bill changes the composition of the Value Adjustment Board (VAB). The VAB’s purpose is to hear petitions from property owners regarding actions of the property appraiser.
Currently, F.S. 194.015 designates two VAB members be school board members elected from the membership of the school board. The new language in law reduces the membership to one school board member and one citizen member elected by the school board. That citizen member must own a business occupying commercial space located within the school district.
At the June 10, 2008 school board meeting, the Board directed staff to bring back recommendations for a VAB member to the July 15 school board meeting. An interim process is being used to select a VAB member at this time. As was discussed at the June 10 board meeting, the future process for selecting a citizen VAB member will be developed in the Board Policy Manual. The appointing of the VAB board member at this time will allow the individual the opportunity to attend the next Value Adjustment Board meeting on July 29, 2008.
