SUBJECT / RECOMMENDATIONS

Approve Agreements for Technical Services for Instructors for Training of Substitute Teachers During the 2008-2009 School Year (Information and Technology Services Division)

EXECUTIVE SUMMARY

Hillsborough County Public Schools' Staff Development Office provides training for potential substitute teachers. The three-day training includes two six-hour days of training and one day of job shadowing. Participants benefit because the topics covered are related to effective teaching. In addition, each participant completes a one day job shadow with a classroom teacher. The participants then debrief during the second training day. This training must be taken prior to substitute assignment to a school. New substitute teachers are hired throughout the majority of the school year. Therefore, substitute training courses are offered throughout the school year and in June.

Instructors are paid a flat fee of $600 per training session. Substitute training courses typically have 25-30 participants. They are held on Tuesdays and Thursdays with the job shadow taking place on Wednesday.

Agreements for Technical Services have been prepared for the attached list of instructors. These instructors meet regularly with the supervisor to discuss the effectiveness of the program. This allows them to effectively train participants and ultimately, increase student achievement. In order to continuously assign instructors as new substitute teachers are hired, permission is requested to add and delete instructors as needed, not to exceed the budgeted amount of $30,000.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Human Resources: Recruit, develop, and train a highly effective and diverse workforce.

FINANCIAL IMPACT (Budgeted: Yes)

Funds in the amount of $30,000 are included in Staff Development budget, project 4502.

EVALUATION

Participants are surveyed at the end of the training to assess the success of the program. Substitute Training instructors are surveyed as well to gain feedback based upon their opinion of the course. In addition, site administrators provide feedback to the Sub Central Office concerning the effectiveness of the substitute teachers.
