Approve Appointment of Construction Management Firms for
Classroom Additions, Various Schools and Elementary School "J" (Plant City), New Facility

EXECUTIVE SUMMARY

Proposals for construction management services were accepted on April 15, 2008 for classroom additions at Clair Mel, Colson, Ippolito, Jackson, Lewis, Seffner, and Sessums Elementary Schools, and replacement cafeteria and classroom facilities at Ruskin Elementary School. On June 10, 2008, proposals for construction management services were accepted for a classroom addition at Tomlin Middle School and a new Elementary School "J," located in the Plant City area. As of the current boundaries, Elementary "J" will provide relief for Bryan, Cork, Dover, Knights, and Lopez Elementary Schools. Other Area 6 elementary schools may be impacted.

Public Announcements were issued and a tabulation made of the firms that responded to the legal advertisements. The Professional Services Selection Committee convened on June 12, 2008 to review submittals and develop a short-list of firms. Prospective providers were evaluated in accordance with the "Consultant's Competitive Negotiation Act," "State Requirements for Education Facilities," and School Board policy. On June 18, 2008, the Committee reviewed the short-listed applicants using a rubric and authorized staff to proceed with fee negotiations with the top-ranked firms. Negotiations are complete and Board approval is required for formal appointment of the following firms:

  • Batson-Cook Company for a fixed fee of $68,000 for Clair Mel, $68,000 for Ippolito, and $98,549 for Sessums.
  • Horus Construction Services, Inc. for a fixed fee of $167,458 for Ruskin.
  • J.O. DeLotto & Sons, Inc. for a fixed fee of $116,875 for Tomlin.
  • The Beck Group for a fixed fee of $467,400 for Elementary J.
  • Vogel Bros. Building Co. for a fixed fee of $68,000 for Colson, $68,000 for Lewis, $58,000 for Jackson, and $58,000 for Seffner.

    The listed fees are in proportion to the stated construction budgets and identified scopes of work. Subsequent revisions of either the construction budgets or scopes of work may warrant proportionate adjustments of the fees.

    Provide adequate school facilities for the accomplishment of all District Goals and Critical Success Factors.

    Project budgets are as follows: $1,700,000 for Clair Mel, $1,700,000 for Colson, $1,700,000 for Ippolito, $1,450,000 for Jackson, $1,700,000 for Lewis, $4,035,133 for Ruskin, $1,450,000 for Seffner, $2,463,713 for Sessums, $2,750,000 for Tomlin, and $12,464,000 for Elementary J. These items are included in the District Capital Outlay: Classrooms for Kids and Certificates of Participation Series 2004B.
