SUBJECT / RECOMMENDATIONS

Approve the Modification of Subagreement (#1777-1037-00-E) Between the University of South Florida and Hillsborough County Public Schools (HCPS), to Reflect a Reduction in Funding for Services Associated with HCPS Role in the State’s Mathematics and Science Partnerships Grant, Florida Partnership to Rejuvenate & Optimize Mathematics and Science Education (PROMiSE), Project #291-2358A-8CM01. (Division of Student Services and Federal Programs)

EXECUTIVE SUMMARY

The Florida Department of Education (FLDOE) awarded $5,900,000 to the University of South Florida (USF) for Year One of the state’s Mathematics and Science Partnerships grant. Because the FLDOE did not issue the project’s Award Notification until February of 2008, Year One of the project began February 18, 2008, and was scheduled to end June 30, 2008, with Year Two beginning on July 1, 2008. USF requested and received a no-cost extension from the FLDOE to extend the end date of Year One to September 30, 2008, so that Year One project activities could be completed in a reasonable time frame. The budgets of all partners in the grant were reduced for Year One due to the late start of the project. HCPS original budget of $193,558 was reduced to $160,537. Unused project funds from Year One will be rolled forward into the Year Two budget. Partners in the grant include Hillsborough County Public Schools, Miami-Dade Public Schools, School District of Duval County, Florida State University, and the University of Florida. The purpose of the program is to develop and implement professional development and teacher education programs to significantly improve learning in Mathematics/Science (M/S) of all students by working collaboratively with a statewide network of stakeholders to implement the new mathematics and forthcoming science standards. The role of HCPS is to provide personnel to create professional development in M/S to be delivered statewide, to participate in training necessary to deliver the professional development, and to deliver the professional development to teachers in HCPS and adjoining high needs districts. It is anticipated that Years Two and Three of the project will be awarded $8,000,000 each year. Of the total amount awarded in Year One, $160,537 is allocated for project services rendered by HCPS.

Funding for this project is provided by the Florida Department of Education; Project # 291-2358A-8CM01. USF is the grant’s fiscal agent and project funds reside at USF. HCPS will invoice USF as outlined in the Subagreement.

EVALUATION

Under the terms of the grant USF is responsible for project evaluation. A copy of the annual reports and final evaluation report will be provided to HCPS Office of Assessment and Accountability. The anticipated date for the first annual report is December 30, 2008.
