EXECUTIVE SUMMARY
The Transportation Improvement Plan designed by Management Partnership Services (MPS) is a major initiative that represents a significant change to the business processes of the Transportation Department. The plan calls for shifts in organizational structure, infrastructure, Routing & Planning, and fleet management.
Many valuable insights were gained during the pilot phase last school year. However, this year’s more comprehensive phase resulted in several unanticipated challenges. These challenges disrupted the plan’s execution and ultimately disrupted processes.
At the Superintendent’s request, the Business Process Improvement (BPI) team conducted an assessment to determine root causes of those disruptions and to work with Transportation and District leadership in developing appropriate strategies and recommendations.
It is important to note that this preliminary analysis represents key findings and recommendations specifically related to the opening of this school year. As such, the primary focus deals with the areas of Routing and Planning and Operations. Attached is the Transportation Analysis. (Attachment I).
