Approve Renewal Agreements for Educational Services with Apprenticeship/Pre-Apprenticeship Committees, Aparicio-Levy Technical Center and Learey Technical Center, 2009/2010 (Curriculum and Instruction Division)

EXECUTIVE SUMMARY

We request approval of the renewal Educational Agreements to continue to provide training for 13 building trades apprenticeship committees and one pre-apprenticeship committee.

For more than 17 years, the district has had active educational agreements with building trades apprenticeship committees for adult job training programs. During the 2008/2009 school year, approximately 1,449 apprentices attended classes through Aparicio-Levy and Learey Technical Centers.

The apprenticeship committees are compensated $2,000 for each Occupational Completion Point (OCP) earned the previous year by each program which has an established performance record for earning OCPs. Instructor wages only will be reimbursed for the Structural Steel Pre-Apprenticeship program and the Operating Engineers Apprenticeship program which were just implemented during the 2008/2009 school year. The contracted funds are used to cover instructor salaries/benefits; program promotion; instructional materials and supplies; equipment upgrade, replacement and repair; other supervisory and administrative costs to include, but not limited to, lease expenses for classroom facilities and equipment, travel, mileage, conferences, and professional meetings. Samples of both types of agreements are attached.

The funding amounts on the attached list of Educational Agreements are estimates, as the final allocation will be based on 2008/2009 student completion data.

Estimated funds of $1,879,800 will be included in the divisional general operating budget. The apprenticeship training programs generate Workforce Development Funds that cover all district direct and indirect expenses for the programs.
