Accept the Proposal Submitted by Various Vendors for Request for Proposal (RFP) #8210-MST Full Service Major HVAC Equipment Maintenance and Repair (Business Division)

EXECUTIVE SUMMARY

This item provides for full service major HVAC equipment maintenance and repair. The proposer must be a Factory Authorized Service Agent for each of the manufacturer's equipment brands, for which price proposals are provided, and have experience in developing and implementing procedures and policies for full service major HVAC equipment maintenance and repair services. This proposal was designed as a turnkey function in which the awarded contractor(s) is responsible for the complete maintenance and repair of the equipment.

Attachment A is a list of Factory Authorized Service Agents, by manufacturer, for proprietary maintenance and repair of systems in the Air Conditioning and Energy Management Services Department. The work must be completed by the attached vendors, as many of the systems are custom and it is more efficient to use the recommended vendors.

FINANCIAL IMPACT (Budgeted: Yes)

Funds of up to $1,300,000 will be available in the Maintenance Department's budget for the purchase of full service major HVAC equipment maintenance and repair. The Contract Support Team negotiated with the proposers and was able to generate an estimated $49,000 in cost avoidance. In addition, the Contract Support Team negotiated a best and final offer for additional discounts for parts from the proposers.

EVALUATION

Contract administration or evaluation is performed by the Project Manager and Senior Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
