Approve Renewal Cooperative Agreement with St. John Presbyterian Learning Center, Inc., for Pre-Kindergarten Exceptional Education Program, 2009/2010 (Curriculum and Instruction Division)

EXECUTIVE SUMMARY

We request approval of the agreement with St. John Presbyterian Learning Center, Inc., to offer Exceptional Student Education (ESE) services on-site for district pre-kindergarten ESE students with disabilities. St. John Presbyterian Learning Center, Inc., will provide the facility, utilities, telephone, and maintenance. The district will provide a teacher, educational materials, and equipment required for the students' Individual Educational Plans (IEPs). The program will operate according to the district calendar.

St. John Presbyterian Learning Center, Inc., 4110 North MacDill Avenue, Tampa, established in 1996, is accredited by National Accreditation Commission (NAC) for Early Care and Education Programs and currently has a contract for services with the District School Readiness Program.

Evaluation data 2008/2009:

  • Children Served: 11
  • Child Outcomes: 1 Regular Kindergarten;1 ESE Special Class; 8 Referrals to ESE; and 1 Ineligible for ESE
  • Family Satisfaction Survey: High level of satisfaction on all indicators.
  • Agency Satisfaction Survey: High level of satisfaction on all indicators.

* Increase promotion rates at all grade levels and the percentage of high school graduates

FINANCIAL IMPACT (Budgeted: Yes)

All students receiving services are eligible for ESE services and generate state FTE funding. Funds of approximately $47,760 for the teacher salary are included in the divisional general operating budget. The teacher also serves other students at other community preschools.

EVALUATION

Evaluation of the effectiveness of this model will be based on the number of children served, child outcomes, family satisfaction, and agency satisfaction. The results of the evaluation will be shared with all stakeholders and will be used to determine future interagency efforts.
