Approve the Contract with Hillsborough County School Readiness Coalition, Inc., dba Early Learning Coalition of Hillsborough County, Contract #SR01-10 (Student Services and Federal Programs Division)

This contract between Hillsborough County School Readiness Coalition, Inc., dba Early Learning Coalition of Hillsborough County and Hillsborough County Public Schools – Early Childhood School Readiness Programs is for the provision of early childhood education and child care services for low-income families. The term of this contract commences July 1, 2009, and continues through June 30, 2010.

The total of $44,556,701 is federal/state funding originating with the Agency for Workforce Innovation Office of Early Learning flowing through Hillsborough County School Readiness Coalition, Inc., dba Early Learning Coalition of Hillsborough County and passed to Hillsborough County Public Schools to provide early education and child care for approximately 9,019 children from eligible low-income families. The total funding minus the administration cost and earmarked funding for infant and toddler quality enhancement, child care resource and referral, inclusion services, and intake and eligibility services, leaves a remainder of $36,078,963 for direct child care services at an annual average rate of $4,000 per child.

Each year the financial statements are audited by Hillsborough County School Readiness Coalition, as prescribed by law. The funding for Early Learning Coalition of Hillsborough County is provided through federal dollars. The flow-through dollars are channeled by Agency for Workforce Innovations. School Readiness Program uses these funds to purchase child care in Hillsborough County. There is no district-generated revenue used for this purchase.
