Approve the Recommendation Regarding the Purchase of "Reading Endorsement Competency Course Manuals/Instructors Guides" from Performance Learning Systems, Inc. (Sole-Source Provider) (Business Division)

As required by School Board policy, when the amount of a purchase from a sole-source provider is $25,000 or more, the Board is to be notified. The requirement for requesting competitive solicitations for the purchase of any type of copyrighted materials including, without limitation, printed instructional materials, computer software, DVDs, disc or tape recordings where such materials are purchased directly from the producer or publisher, the owner of the copyright, an exclusive agent within the state, a governmental agency or a recognized educational institution, is waived, as authorized by Florida Department of Education rule 6A-1.012 purchasing policies.

The purchase of these manuals is required to conduct Competency training for the Reading Endorsement Program, which is in compliance with federally mandated requirements of No Child Left Behind (NCLB). The Agreement for Technical Services for Reading Endorsement Competency Courses, Fall 2009, for which these manuals are used, was approved at the School Board meeting on Tuesday, August 18, 2009, on Agenda Item A 5.07.

Charles Fleming, Director, Staff Development, has submitted requisitions totaling $30,970. Permission is requested to purchase additional training manuals as needed, not to exceed the budgeted amount of $79,750.
