These projects provide for renovation of Bloomingdale and Gaither High Schools, a new 16 classroom addition at Plant High School, High Stakes Testing / Reading Lab projects at multiple sites (grouped into two projects), and replacement of the roof at Mann Middle School. Appointment of qualified design firms is required.

Florida Statutes and School Board policy outline the process and requirements for selection of architects, engineers, and construction managers. Attachment A summarizes the process. The process provides for the identification of the most highly qualified firms by a Professional Services Selection Committee that includes representatives from several District divisions and the community. Attachment C identifies the specific committee members participating in this selection and the organization represented by each.

A total of twenty-six firms responded to the solicitation for design of the high school renovations, twenty-three for the reading lab upgrades, and eighteen for the roof replacement project. The solicitation is included on Attachment B. Attachments D and E record the results of the Committee's evaluation of these firms at each phase of the process.

Staff has successfully concluded negotiations with the firms deemed most highly qualified by the Selection Committee to provide the required services. Based on the Selection Committee ranking and successful negotiations, staff recommends appointment of the firms and award of the corresponding fees as indicated on Attachment F.

Construction budgets are as follows: $15,200,000 for Bloomingdale, $15,200,000 for Gaither, $2,660,000 for Plant, $1,680,000 for each Testing / Reading Lab project, and $1,484,560 for Mann. Funding will be derived from District Capital Outlay: Local Millage for Bloomingdale, Gaither, and Mann and Classrooms for Kids for Plant. The High Stakes Testing / Reading Lab projects will be funded by ARRA (American Recovery and Reinvestment Act).
