These projects provide for renovation of the heating, ventilating, and air conditioning (HVAC) system at Erwin Technical Center; High Stakes Testing / Reading Lab projects at multiple sites (separated into two projects); and a classroom addition at Plant High School. On July 14, 2009, the Board appointed Wilder Architecture, Inc. to provide design services for the classroom addition. District staff is recommending appointment of design firms for the Erwin HVAC renovation and the reading lab projects concurrent with this recommendation. Appointment of qualified construction managers is required.

Florida Statutes and School Board policy outline the process and requirements for selection of architects, engineers, and construction managers. Attachment A summarizes the process. The process provides for the identification of the most highly qualified firms by a Professional Services Selection Committee that includes representatives from several District divisions and the community. Attachment C identifies the specific committee members participating in this selection and the organization represented by each.

A total of thirty-one construction management firms responded to the solicitation included on Attachment B. Attachments D and E record the results of the Committee's evaluation of these firms at each phase of the process.

Staff has successfully concluded negotiations with the firms deemed most highly qualified by the Selection Committee to provide the required services. Based on the Selection Committee ranking and successful negotiations, staff recommends appointment of the firms and award of the corresponding fees as indicated on Attachment F.

Construction budgets are as follows: $4,191,603 for Erwin, $1,680,000 for each Testing / Reading Lab project, and $2,660,000 for Plant. Funding will be derived from District Capital Outlay: Local Millage for Erwin and Classrooms for Kids for Plant. The High Stakes Testing / Reading Lab projects will be funded by ARRA (American Recovery and Reinvestment Act).
