Approve the Interlocal Agreement with Hillsborough County Board of County Commissioners Head Start/Early Head Start Program for Participation as a Delegate in the Head Start Program (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

We request approval of the Interlocal Agreement with Hillsborough County Board of County Commissioners Head Start/Early Head Start Program and the Hillsborough County Public Schools (HCPS) Head Start Program. The District’s Head Start Program has been granted dollars from the American Recovery and Reinvestment Act (ARRA). Due to the ARRA dollars, the District increased its enrollment by 53 students, which brought the total number of students in the Head Start Program to 1,812. These pro-rated dollars will be used for the expansion of two new classrooms, one at Riverview Elementary with 20 students, and the other at Mango Elementary with 18 students. In addition to the two new classrooms, three students will be added to Head Start classrooms at Gibsonton, Potter, and Sulphur Springs Elementary Schools. Six students will be added (three per classroom) to Lanier Elementary, which will increase five classrooms from 17 to 20 students per classroom. This interlocal agreement is in effect September 30, 2009 through September 29, 2010. This agreement was received in the office of the Early Childhood School Readiness Programs on October 7, 2009. The total funding ARRA expansion dollars is $278,255, which is federal flow-through dollars from the Board of County Commissioners, Head Start/Early Head Start, and contracted to the HCPS Head Start Program. All funds are expended for the operation of the Head Start Program for services provided to eligible children and families.

EVALUATION

Financial statements are audited by the Hillsborough County Board of County Commissioners, Head Start/Early Head Start, as prescribed by law. Federal funding for the HCPS Head Start Program flows through the Grantee, Hillsborough County Head Start/Early Head Start. There is no district generated revenue used for this program.
