EXECUTIVE SUMMARY
A Memorandum of Understanding between Abt Associates and The School Board of Hillsborough County, FL, addresses the district’s participation in USDA’s Evaluation of the Fresh Fruit and Vegetable Program (FFVP). Congress mandated, through the Farm Bill, this program makes available free fresh fruits and vegetables in elementary schools. Palm River, Clair-Mel, Gibsonton, and Shaw Elementary Schools were awarded a grant to serve fresh fruit and vegetables to students throughout the day. The objective is to evaluate the program’s impact on participating students versus non-participating students. Mort applied for the FFVP and was not awarded the grant; as a result, they are being selected as a comparison school. This includes the determination of whether students experience an increase or decrease in consumption of fruits and vegetables. Abt's evaluation will also examine the implementation of the Fresh Fruits & Vegetable Grant.
