Accept the Lowest and Best Bids Submitted by Various Vendors - Request For Negotiations (RFN) #10173-DST Radios, Portable 2-Way and Related Accessories (Business Division)

EXECUTIVE SUMMARY
This RFN was prepared to satisfy the Federal Communications Commission (FCC) mandate to migrate all two-way radio bandwidths to narrowband by January 1, 2013.  The FCC has determined that there is a need to halve the current radio bandwidth from 25 KHz to 12.5 KHz to allow more users access to the available spectrum.  This RFN will also establish fixed pricing for replacement radios, parts, batteries, accessories, and service to alter existing radios and ensure future compliance.  This is a non-funded federal government mandate.

Award of this no-commitment contract shall be to the lowest bidder for each group, as specified in the bid.  All prices shall be firm against any increase for at least one year from effective date of this proposed contract.

The initial term of this contract will be for a three-year period with two one-year renewals.  Hillsborough County Public Schools (HCPS) reserves the right to terminate this agreement, with or without cause, upon written notice of sixty (60) days prior to the date that such termination is to be effective.  This contract may be renewed by the Superintendent, per the terms of the specifications.

Funds of approximately $160,000, covering both replacement products and the reprogramming of existing radios, will be available in districtwide budgets.  This contract will result in a reduction in cost of items previously purchased and HCPS will save an estimated $83,780 during the initial contract period.    

EVALUATION

Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
