Approve Software and Services Contract with Prolifics for IBM Tivoli Composite Application Manager (ITCAM) Software, Implementation and Ongoing Maintenance (Information and Technology Division)
EXECUTIVE SUMMARY
The IBM WebSphere Portal, known in the district as the Education Connect Gateway or ED-Connect, is the backbone of how district teachers and staff access many school and district applications.  It is also the strategic direction for the development of access to the Empowering Effective Teacher scorecards and dashboards, as well as to a future parent portal.  Current applications accessed through the portal include:  School Attendance, School Discipline and Referral, Edline, Edmin, On-line Textbooks, Employee Self-Service, Instructional Planning Tool, Lawson, e-Reports, Reports on Demand, and Silk.

The requested ITCAM software includes applications diagnostic software and monitoring software for the WebSphere Portal environment.  The ITCAM diagnostic software will enable the Information Services (IS) Department portal application developers to test programs for portal compatibility and for resource efficiencies prior to use in the portal environment.  The ITCAM monitoring software will enable the IS technical staff to monitor overall performance of the portal and detect potential portal issues before they impact portal users.  Currently without the ITCAM software, when there are problems it can take a considerable amount of time to isolate the cause and implement a fix.  The portal has become a critical link for access to district applications and systems and severely impacts all when problems arise.  The ITCAM software is the solution to ensure maximum up time and quick resolution of portal problems.  The School District's attorney has reviewed the attached contracts.

FINANCIAL IMPACT (Budgeted:  Yes)
The estimated five year total cost of ownership including software, implementation services, and maintenance is $152,858.  The ITCAM software licenses cost are $59,760 and are funded from Race-To-The-Top (RTTT) Grant.  The ITCAM implementation services are estimated at a cost of $31,200 and are funded from the Teacher Incentive Fund (TIF) Grant.  The ongoing software maintenance costs, estimated at $54,098 for years two through five, will get rolled in as part of the regular IBM annual maintenance fees, which is paid by IS from the IT Division budget.  The balance of $7,800 is the estimate for travel and living expenses for the consultants during the implementation of the software.
EVALUATION
Success is measured by the ability of Prolifics to meet the scope of work success indicators and deliverables as specified in the ITCAM Implementation Services contract.  IS management and staff will work directly with Prolifics during the implementation to ensure that the success indicators and deliverables are met prior to payment for those services.
