SUBJECT / RECOMMENDATIONS
Blended Voluntary Prekindergarten (VPK) and Early Exceptional Learning Program (EELP) Classes (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
For the 2009/2010 school year, four blended Voluntary Prekindergarten (VPK)/Early Exceptional Learning Program (EELP) classes were started at Cannella, Claywell, Doby, and Nelson elementary schools.  These classes were initiated to provide inclusion opportunities for preschool children with disabilities to interact and learn with nondisabled peers.  The State Performance Indicator 6 monitors districts' progress toward inclusion; the blended VPK/EELP model is one way our school system meets this requirement.  Survey data from principals and teachers has been very positive.

For the 2011/2012 school year, four additional blended VPK/EELP classes are proposed:  Lake Magdalene, Mintz, Tampa Bay Boulevard, and Thonotosassa elementary schools.

FINANCIAL IMPACT (Budgeted:  No)
The Florida Education Finance Program (FEFP) revenue continues to cover the cost of the EELP classroom teacher and attendant.  Staff and materials added to support the inclusion of VPK students will be covered by VPK program revenue and parent fees.
EVALUATION
Satisfaction surveys will gather feedback from parents, principals, and teachers.  The Florida Department of Education will issue a "Readiness Rate" for each prekindergarten classroom.
