Approve the Master Services Agreement and Statements of Work with Convergence Consulting Group for Teacher Incentive Fund-2 and ESOL Compliance Enhancements (Information and Technology Division)
EXECUTIVE SUMMARY
At the June 15, 2010, School Board meeting, Convergence Consulting Group (CCG) was approved as the sole-source provider for the continued development of the Teacher Incentive Fund (TIF) Data Management System.  More recently, on October 26, 2010, the School Board also approved the Statement of Work (SOW) for CCG to develop ESOL Compliance Enhancements.  With in-depth knowledge of the district's Data Warehouse design, data relationships, and processes, CCG remains the one consulting firm with the unique experience necessary to continue supporting the new Teacher Incentive Fund Grant (TIF-2) and additional ESOL enhancement requests. 

The same CCG terms and conditions currently in use for the Teacher Incentive Fund Grant will apply to TIF-2 and ESOL, as detailed in the attached SOWs and the new Master Services Agreement (MSA).  The new MSA, which replaces the expired MSA, provides for a 15-day termination clause rather than a specific end date.  This protects the district from changes in grant funding or any other changes over the period of this agreement.  The attached Statements of Work documents and the new MSA have been reviewed by the School Board attorney.

FINANCIAL IMPACT (Budgeted:  Yes)
This agreement represents $1,153,541 of consulting services by CCG for the next three years.  Funding for the services specified in the SOW are from the TIF-2 Grant and the RTTT Grant.  CCG services are provided on a time and materials basis with no additional travel or per diem expenses.  CCG is registered with our Office of Supplier Diversity.
EVALUATION
Human Resources and Information Services staff will evaluate the Consulting Agreement with CCG based on the accuracy and timeliness of the deliverables, as outlined in the Statement of Work.  CCG's performance is monitored daily by staff and is reported during TIF, ESOL and RTTT project status meetings with Human Resources and Information Services.
