Negotiate and Contract with the Lowest and Best Proposal Submitted by NDJ Services - Request for Proposal (RFP) #11004-DST Process Documentation: American Recovery and Reinvestment Act  (Business Division)

EXECUTIVE SUMMARY

The American Recovery and Reinvestment Act (ARRA) was signed into law on February 17, 2009.  Its purpose was to spend dollars quickly to assist with the economic recovery process and invest wisely so these short term funds would have a long term impact.  Hillsborough County Public Schools (HCPS) received ARRA funds in the following categories; State Fiscal Stabilization, Individuals with Disabilities Education Act, Title I, Homeless, and Head Start.  Due to the unique nature of this federal allocation process, federal monitoring agencies have visited districts to review their processes to ensure fidelity with the implementation of the law.  The Governmental Accountability Office (GAO) visited HCPS in May 2009, to review its initial implementation plan.

FINANCIAL IMPACT (Budgeted:  Yes)

Funds for this project will be available through Title I, Part A (ARRA), Individuals with Disabilities Education Act (IDEA), and the Stimulus Maintenance of Effort Fund, in an amount not to exceed $40,000.  Through negotiations, the cost for these services was decreased from $175 per hour to $125 per hour.

EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
