| Approve Letter of Engagement with HBEC Group Inc. for Professional Services Related to Government Relations and State Budget Financial Analysis (Government Relations) | |
| EXECUTIVE SUMMARY | |
| For the past four years, Hillsborough County Public Schools has maintained a professional services agreement for government relations and financial analysis support with HBEC Group Inc. for the services of Dr. James Hamilton. These services include but are not limited to attending, participating, and reporting on revenue estimating conferences, legislative committee meetings, regular legislative sessions, special legislative sessions, and various commission, state, or agency meetings. HBEC Group Inc. will also provide individual updates and one-on-one assistance to Board members or staff as requested.
HBEC Group Inc. agreed to a 7.8% reduction of its fees at the last renewal and has agreed to maintain that reduction for this engagement period. Compensation would remain at $60,000 per year. The firm has agreed to again provide on-site support in Tallahassee at its own expense. Services would begin July 1, 2011 and conclude June 30, 2013. |

For services rendered by HBEC Group Inc., Hillsborough County Public Schools will be billed $60,000 each fiscal year for two years; payable in monthly installments of $5,000 per month for a total of 24 months. Services begin July 1, 2011 and continue through June 30, 2013.
Either party, with a 30-day written notice, may cancel this agreement. As per the agreement, HBEC Group Inc. will be responsible for all customary travel expenses including housing, gasoline, airline tickets, rental cars, and meals associated with the services provided to the school. This item is budgeted from non-recurring funds. |
