Approve Grant Applications to the Florida Department of Education for Federal Carl D. Perkins Career and Technical Education Secondary and Postsecondary Funds and, if Approved, Accept Funds, 2011/2012 (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
The Florida Department of Education's Division of Career and Adult Education requires school districts to submit proposals in a consolidated format for the federal Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV).  The proposal includes secondary programs, postsecondary programs, and Career Pathways initiatives.  This act provides funds July 1, 2011, through June 30, 2012.  The purpose of this act is to support Career and Technical Education and is to be achieved by: (1) increasing the number of students taking rigorous curriculum, (2) increasing high school graduation rate, (3) increasing student choice and acceleration to postsecondary, and (4) reducing the number of students needing postsecondary remediation and increasing numbers continuing on to postsecondary education.  Accountability is a major element and includes performance measures such as: (1) student attainment of state academic and Career and Technical Education standards, (2) student attainment of a high school diploma or General Educational Development (GED) or postsecondary degree/credential, (3) placement and completion of postsecondary education, placement in military service, or placement in employment, (4) Exceptional Student Education (ESE) student workforce readiness, and (5) student participation in and completion of Career and Technical Education programs that lead to nontraditional training and employment.

FINANCIAL IMPACT (Budgeted:  No)
If approved, Federal Carl D. Perkins Career and Technical Education Secondary grant funds of $1,906,780 and Post-secondary funds of $801,306 will be included in the divisional special revenue/federal budget.  Administrative costs are included in the grant budget.
EVALUATION
Perkins performance measures that the state has negotiated with the federal government and reports to the school district will be shared with all stakeholders.
